Excelsior Technical Group is hiring a Mid-Level Program Analyst to support a Department of the Navy client. You will provide business, financial, and programmatic support to federal Program Officers, working directly on the execution of research, development, technology, and equipment investments across the client's portfolio.

This role sits at the intersection of acquisition, finance, and program management. You will be the person who makes sure funds move correctly, that reporting is accurate and timely, and that Program Officers have what they need to keep the work on track.

  • Partner with federal Program Officers to provide business and financial support across the full funding lifecycle, ensuring alignment with client processes, Navy policy, and federal regulations.
  • Support planning, forecasting, budgeting, funding execution, performance monitoring, and routine and ad-hoc reporting.
  • Operate within Navy financial systems, including Navy ERP, COBRA, PBIS, CAMIS, and associated tools, to monitor commitments, obligations, expenditures, and discrepancies.
  • Prepare funding documents and research and resolve funding execution issues in coordination with the responsible stakeholders.
  • Conduct financial analyses to ensure compliance with the Antideficiency Act and other statutory and regulatory requirements governing federal research and development funds.
  • Support solicitation and proposal evaluation activities, including administrative coordination, documentation, and public notifications as required.
  • Conduct Dormant Account Review, Quarterly (DARQ) reviews and prepare supporting documentation.
  • Assist in the development of the Program Objective Memorandum (POM) budget submission and the drafting of R-2 Exhibits.
  • Conduct qualitative and quantitative analyses that inform recommendations for program improvement.
  • Provide executive-level administrative support: calendar management, travel authorizations, correspondence, scheduling, and meeting coordination.
  • Plan and support meetings, workshops, and conferences, including logistics, materials, and lessons-learned capture.
  • Maintain client SharePoint content and public website content under the direction of the Program Officers.
  • Process requests for the release of information, coordinating the required approvals.
  • U.S. citizenship is required.
  • Active Secret clearance, or the ability to obtain a Secret clearance prior to contract award.
  • A bachelor's degree from an accredited institution and five (5) years of business and financial experience supporting the federal government, or a business or finance-related professional certification and ten (10) years of equivalent experience.
  • At least two (2) years of recent experience supporting federal government planning, forecasting, budgeting, and performance monitoring.
  • At least two (2) years of recent experience working with Navy funds management systems, including Navy ERP, COBRA, PBIS, CAMIS, Microsoft Access, and SharePoint. Comparable experience with DoD financial systems may be acceptable.
  • Demonstrated experience managing RDT&E funds (Budget Activities 6.1 through 6.3).
  • Working knowledge of the Federal Acquisition Regulation (FAR) and Defense FAR Supplement (DFARS) as they apply to budgeting and program execution.
  • Solid understanding of financial management and administrative support for federal research and development programs.
  • Proficiency in Microsoft Excel, PowerPoint, and related tools used to build financial models and executive-ready presentations.
  • Bachelor's degree in Public Policy, Business, Finance, Accounting, or a related field.
  • Three (3) or more years of federal grant management experience, ideally with the Department of the Navy or the Department of Defense.
  • Three (3) or more years of hands-on experience with Navy ERP or a comparable DoD accounting system.
  • Prior experience supporting a Department of the Navy systems command or program office.
